Meet Dr. Norby


Dr. Norby grew up in the western United States, completing his undergraduate education at Brigham Young University in Provo, Utah and dental school at the University of Maryland.Following five years of extensive oral and maxillofacial surgery training at the University of Iowa in Iowa City, Dr. Norby now enjoys performing the full scope of contemporary oral and maxillofacial surgery. Dr. Norby joined the practice of Oral Surgery & Implant Specialists in July 2011.
Dr. Norby is a member of the American Association of Oral and Maxillofacial Surgeons, the American Dental Association, the Iowa Dental Society and the Sioux City Dental Society. He serves on the medical staffs at St. Luke’s Medical Center, Mercy Medical Center, Pierce Street SDS, the Siouxland Surgery Center and Orange City Hospital.

Dr. Norby enjoys spending his free time with his wife Emily and their five children.


Meet Dr. Dean


Dr. Jeffrey Dean is a graduate of Creighton University School of Dentistry and the University of Texas Southwestern Medical School. He completed an oral maxillofacial surgery residency at the University of Texas Southwestern/ Parkland Memorial Hospital. Dr. Dean was an Associate Professor and Program Director for the Oral Maxillofacial Surgery Residency Program at Loma Linda University in Southern California.

Dr. Dean is certified by the American Board of Oral and Maxillofacial Surgery, for whom he is former board examiner. He is a fellow of the American Association of Oral and Maxillofacial Surgery, the American College of Surgery, and the American Academy of Cosmetic Surgery. He is also a member of the Iowa and South Dakota Societies of Oral Maxillofacial Surgery, and local chapters of the American College of Surgeons and Dental and Medical Societies.

Dr. Jeffrey Dean is known for his multiple publications and contributions to the field of Oral Maxillofacial Surgery. He is involved humanitarian causes including craniofacial and cleft surgery in Peru. Dr. Dean enjoys many outdoor activities, but most of all, spending free time with his wife Nancy, his children and grandchildren.


Meet Dr. Phillips


Dr. Nathan Phillips was born and raised in Lake Jackson, TX. He graduated from Brazoswood High School and is a proud Buc Alumni. Dr. Phillips attended the University of Houston and studied Biology and Psychology. He achieved early acceptance into the University of Texas Dental Brand in Houston and earned his Doctor of Dental Surgery (DDS) in 2004. Following dental school, Dr. Phillips accepted a commission in the United States Army and was assigned to Ft. Lewis, WA. While in the Service, he completed a 1 year advanced education in general dentistry where he developed a love for oral surgery. Continuing his studies, he completed his Oral and Maxillofacial Surgery residency at Madigan Army Medical Center in 2010, which included a 4 month facial trauma rotation at East Texas Medical Center in Tyler, TX. Dr. Phillips joined Oral Surgery & Implant Specialists in the summer of 2017.
Dr. Phillips is a board certified oral and maxillofacial surgeon. He is a member of the American Association of Oral and Maxillofacial Surgeons, the American Dental Association and the Sioux City Dental Society. He serves on the medial staffs at Unity Point-St. Luke’s, Mercy Medical Center, and the Siouxland Surgery Center.

Dr. Phillips enjoys spending time with his family.


Meet Dr. Thayer


Dr. Stone Thayer, D.M.D., M.D. completed his undergraduate studies in Finance and Management at Washington University’s John M. Olin School of Business. After a brief stent as a financial analyst in New York, Dr. Thayer attended the University of Pennsylvania School of Dental Medicine and graduated with honors in 2001. He then went on to serve with the United States Naval Forces as part of the Navy and Marine Corps amphibious platform. His tour of duty was highlighted by many deployments in the Western Pacific and coordination of Medical/Dental humanitarian missions. During his tour of duty he earned the prestigious Navy & Marine Corps Achievement and Commendation Medals.

Dr. Thayer completed his active duty obligations in 2004 and then began his surgical training in Oral & Maxillofacial Surgery at the University of Texas Southwestern/Parkland Hospital in Dallas. During his training he also acquired his Medical degree and General Surgery training at the University of Texas. His broad training included facial trauma, correction of jaw and facial deformities, facial cosmetics, temporomandibular joint disorders, maxillofacial pathology, implantology and soft tissue reconstructive surgery. He completed his residency in 2010 and then completed fellowship in Craniofacial and Reconstructive surgery at the Charleston Area Medical Center in West Virginia. He is trained in treating pediatric craniofacial defects, pathology and reconstructive procedures. Subsequently, form August 2012 to August 2014 Dr. Thayer served as faculty at the University of Mississippi Medical Center. He was involved in resident and student education, and also a central part of the University’s Cleft and Craniofacial Team. Additionally, he also engaged in a Reconstructive and Cosmetic surgery preceptorship with Dr. Jaime Flores, a Plastic & Reconstructive Surgeon, form September 2013 to September 2014. He received training in local, regional and microvascular reconstruction of various primary and secondary anatomical defects. His areas of research interest include correction of jaw and facial deformities, trauma and reconstruction of craniofacial defects.

Dr. Thayer is an active member of the American Association of Oral and Maxillofacial Surgery, American Medical Association and American Cleft Palate-Craniofacial Association. He is also a Fellow of the American College of Surgeons (FACS). Currently, he has multiple hospital affiliations in San Diego and serves as both the Vice Chair of Surgery and the Chief of Oral & Maxillofacial Surgery at Sharp Memorial Hospital. Additionally, he also has an appointment as Clinical Assistant Professor at UCSD Medical Center Division of Plastic Surgery. He lectures both domestically and internationally on Facial and Oral Surgery.

Meet Our Implant Coordinator


Claudea Vargas is originally from Chicago but also lived in Miami Beach where she learned about dentistry through her grandparents. They owned their own dental lab where she learned about dentures, models and the smell of acrylic at an early age. Claudea graduated the Western Iowa Tech dental assisting program in 1999. She taught “Spanish for the Dental Team” at WIT and at the Orange City Hospital. She was a part of the Dental Assisting Advisory Committee at WIT. She started working at Oral Surgery & Implant Specialists in 2000. Since then Claudea has been instrumental in providing help to the Dental Implant restorative dentists and organizing Dental Implant seminars and meetings. She is BLS certified, completed OMAAP in 2006, mandatory reporter, CDA, RDA, and Advanced Dental Assistant. She has been the Internal Dental Implant Coordinator since 2004. Claudea enjoys crafts and is the mother of two and grandmother one.


Meet Our Marketing/Implant Coordinator


Anne Bales was born and raised in Sioux City, Iowa. She graduated from the Dental Assisting program at Western Iowa Tech in 2005. She worked for the same general dentist for 17 and a half years before joining OSIS in September of 2022. She has experience and knowledge on both sides of placing and restoring implants. She is an RDA, CDA, EFDA and has her ACLS. She is very well rounded in the dental world. In her free time, she enjoys spending time with her four children, two girls and two boys, her dog named Herky and her partner named Rob.
